Airport Access rewards places close to higher-quality passenger airports, with major scheduled-service airports contributing much more than small general-aviation fields.

    Each nearby airport contributes quality score / 100 times an exponential distance decay.

    Airport quality discounts non-passenger airports so military and general-aviation fields do not dominate the score.

    The summed raw presence is scaled to 0-100 with a cap.
