Municipal government and a property owners' association divide responsibilities in Bella Vista, a legacy of the resort and retirement community that preceded the city's 2007 incorporation. The city now handles ordinary municipal functions, while the Bella Vista Property Owners Association manages many of the lakes, golf courses, recreation centers, and trails originally developed for property owners. That division matters in daily use: the association's seven lakes are member-and-guest amenities, and its 2026 rules require membership credentials or a member-sponsored guest pass and the applicable fee. The association separately identifies its hiking and biking trails, golf courses, tennis facilities, and restaurants as open to the public without a guest card.

Bella Vista had 30,104 residents in the 2020 census, and the July 2025 estimate was 34,518, a 14.7 percent increase from the revised 2020 estimate base. For 2020 through 2024, 88 percent of occupied homes were owner-occupied; the median owner-occupied value was $296,700, monthly costs for owners with a mortgage were $1,527, and median gross rent was $1,395. Outdoor access is extensive but does not amount to a continuous pedestrian street grid. The city's trail master plan notes that on-street bicycle and pedestrian facilities are limited and that many roads are gravel or end in cul-de-sacs. Trailheads and parking therefore play a practical role.

Tanyard Creek Nature Trail combines a short paved loop with a hillier route to Lake Windsor Dam and a waterfall. The publicly accessible Back 40 system adds roughly 40 miles of soft-surface trail built chiefly for mountain biking but also open to hikers, while Little Sugar adds about 50 miles with varied difficulty. For a newcomer, checking who operates a destination is as important as checking its distance: some recreation is public, some is tied to POA membership or a member host, and much of the off-street network is designed for recreation rather than everyday errands.
