Blackburn is a town in Pawnee County, Oklahoma, United States. The 2020 census counted 70 residents. Blackburn is 12 miles east of Pawnee. Located on the south side of the Arkansas River at a natural ford, the community of Blackburn developed after the opening of the Cherokee Outlet on September 16, 1893. Blackburn makes sense once you see how its past, landscape, and current gathering spots overlap. The useful thing to know about Blackburn is that its older landmarks and current settings belong to one connected place. Blackburn was named for Kentucky Senator Joseph C. Blackburn is located on the south side of the Arkansas River.
