Dover, PA

Dover is a York County borough eight miles north of York, with 1,954 residents in the 2020 census. Its town plan began around Gerhart Graff's 1762 public house on the road between York and Carlisle; homes, stores, and trades gathered around it before the borough incorporated in 1864. That early road-town layout still helps make sense of Dover, which remains a compact residential place tied to York and the wider Susquehanna region.
