Elmira Heights, NY

Elmira Heights is a village in Chemung County on the northern side of the Elmira area, with Newtown Creek running along its eastern edge. The 2020 census counted 3,916 residents. The village sits mostly in the Town of Horseheads, with a smaller portion in the Town of Elmira, and its streets sit between the creek valley and the Southern Tier Expressway. New York Route 14 and County Route 66 run north-south through the village, tying its residential blocks to Elmira and Horseheads.

Elmira Heights has a distinct civic landmark in the former Village Hall at 268 East 14th Street. Built in 1896 by local architects J. H. Pierce and H. H. Bickford, the building was placed on the National Register in 1982. The village's current civic center brings together Village Hall, police, fire, engineering, code enforcement, court, and related municipal offices, while the old hall preserves the earlier scale of local government. With the Chemung River nearby and Elmira's historic valley close at hand, Elmira Heights reads as a compact village shaped by water, industry, and its place between two towns.
