Emerald Bay, TX

Emerald Bay is a Smith County census-designated place built around the eastern side of Lake Palestine near Bullard. The 2020 census counted 1,146 residents. It began in the 1970s as a lakeshore residential development on a peninsula reaching into Saline Bay, after the completion of Lake Palestine. There is no incorporated town government here; the community’s public face comes through its homeowners association, private club, roads, gates, and lake access. The result feels more like a planned East Texas neighborhood than a conventional town with a main street.

Golf and water set the local rhythm. Emerald Bay Club has an 18-hole course, tennis, swimming, fishing, and access to the lake, while the HOA handles streets, bridges, common areas, architectural control, and other shared property work. Tyler is about 15 miles away, and Bullard is the nearby town connection, so the community sits close to the services of the East Texas metro without becoming part of a city. Emerald Bay’s story is a familiar Texas lake-development story with a very specific shape: a 1970s peninsula, a private club, a homeowners association, and a body of water that remains the reason the neighborhood exists.
