Evans has no municipal city hall, yet Columbia County has assembled an unusually concentrated civic and cultural center inside this unincorporated community. Around Evans Town Center Boulevard and Market Street, the county government complex and Justice Center Annex sit near Evans Towne Center Park, the Evans Library, and the Columbia County Performing Arts Center. The 2020 census recorded 34,536 residents in the Evans census-designated place. Together, these facilities make the name much more than a postal label: county business, recreation, library visits, and major performances all bring people to the same part of Evans. Evans Towne Center Park has a stage, dog park, pavilions, playground, walking and jogging trail, and splash pad; the expanded splash pad reopened in April 2026 after Hurricane Helene damaged the previous system. Beside the park, Evans Library includes meeting rooms, classrooms, and a 300-seat theater, while its adjoining grounds add three playgrounds, a pond, and a one-third-mile path.

The separate performing arts center at The Plaza has 2,062 seats and schedules touring concerts, comedy, theater, and locally based arts groups. County programming keeps the outdoor spaces active as well. The 2026 calendar placed recurring Food Truck Fridays with live music at the park, a spring Evans Market and summer Farm Fresh market at The Market pavilion, and the annual July 4 Boom in the Park celebration. The park, library, theaters, markets, and government offices are close enough to work as a shared center for a place that lacks a conventional incorporated downtown. For longer outings, the county's 33-acre Savannah Rapids Park is nearby on the Augusta Canal, with a towpath toward downtown Augusta, river and canal access, picnic facilities, and kayak and bicycle rentals.
