Fleming Island, FL

Water defines nearly every edge of Fleming Island: the St. Johns River lies to the east, Doctors Lake to the north, Black Creek to the south, and Swimming Pen Creek along much of the west. U.S. 17 runs through the community toward Orange Park and Jacksonville. Fleming Island had 29,142 residents at the 2020 census, within 15.84 square miles of land. The place takes its name from George Fleming, who received a Spanish land grant in the area and established the Hibernia plantation in 1790. It remains an unincorporated part of Clay County, so county parks, the library branch, and a land-use advisory committee provide much of its visible public infrastructure. The eight-mile paved Black Creek Trail follows U.S. 17 and links trailheads at Black Creek Park, Thunderbolt Park, and Camp Chowenwaw; it is open to people walking, cycling, running, or exercising dogs.

Moccasin Slough adds a different outdoor setting on 255 acres off Raggedy Point Road, with nature and paved trails, eight fitness stations, a playground, pavilion, and restrooms. The Fleming Island Library on Town Center Boulevard is open six days a week, including evening hours Monday through Thursday. Meeting and study rooms and a teen gaming center make it both a service branch and a gathering site. Clay County also uses the branch for the Fleming Island Citizen Advisory Committee. The committee, established to guide development in the Fleming Island Planning District, reviews future-land-use and rezoning applications as needed; public notices schedule its meetings for third Wednesdays at 6 p.m. This arrangement gives residents a local venue to comment on development proposals even though the community has no municipal government of its own.
