About Helena-West Helena
Helena-West Helena is the county seat and largest city of Phillips County, Arkansas, consolidated in 2006 from the two historic towns of Helena and West Helena. Sited on the Mississippi River at the base of Crowley's Ridge, the port was founded in 1815 by Sylvanus Phillips. Historically, the port served as a strategic launching point for the Union Army during the Civil War. Public education is operated by the Helena-West Helena School District.
