Norbourne Estates is a tiny home rule-class city completely surrounded by Louisville, six miles east of downtown. The 2020 census counted 437 residents. The neighborhood developed during Louisville's 1940s housing boom and incorporated as an independent city in 1950. Emery Kinkead, a local developer of that era, is associated with planning the neighborhood.
