Normal owes both its unusual name and much of its daily rhythm to Illinois State University. The town took “Normal” from Illinois State Normal University, founded as a teacher-training school; the municipality incorporated in 1867, and the institution later shortened its name as its academic scope widened. Illinois State enrolled 21,994 students in fall 2025, including 19,513 undergraduates. For comparison, the town itself had 52,736 residents in the 2020 census and an estimated 53,275 in July 2025. The university population makes the academic calendar, Redbird athletics, and campus cultural venues recurring parts of community activity well beyond the university grounds. Uptown Normal concentrates transportation and civic services in the same few blocks. Uptown Station opened in 2012 with Amtrak, local and intercity bus service, passenger waiting areas, and the Town Hall and council chambers on its upper floors.

It also sits beside Constitution Trail, a hard-surfaced network of more than 40 miles through Normal and Bloomington built in part on abandoned railroad right-of-way. Nearby, the town-owned Children's Discovery Museum opened a 5,786-square-foot agriculture exhibit in April 2026. “From the Farm to a Healthy Me” uses hands-on stations developed with local agricultural specialists to follow food and farming through the Central Illinois economy. Another public food project occupies One Normal Plaza. The Refuge Food Forest, created by the town and University of Illinois Extension in 2015, grows fruit trees, berries, nuts, herbs, and other edible plants without synthetic chemicals. It is open for anyone to harvest, and the town reports that the site has produced thousands of pounds of food.
