North Tustin, CA

North Tustin is Orange County's largest unincorporated community, a collection of foothill neighborhoods that operates under county government. Formerly called Tustin Foothills, it took its current name in 2005 and includes Cowan Heights, Lemon Heights, Panorama Heights, Red Hill, and East Tustin. In 2020, 25,718 residents lived within North Tustin's 6.58 square miles. Those names matter because North Tustin covers several distinct areas between the cities of Tustin and Orange. County government supplies the planning framework a city would handle elsewhere, while daily destinations extend onto surrounding city streets and regional parkland. Detached houses dominate the residential interior. A 2021 county profile counted 9,382 detached units and 562 other units across 4,608 acres in the broader unincorporated area, quantifying the dominance of single-family housing across those neighborhoods.

Most interior land falls within the North Tustin Specific Plan's single-family residential district, with smaller areas assigned to multifamily housing, public uses, and recreation or open space. Commercial and professional-office uses concentrate on perimeter corridors, including Chapman Avenue on the north and streets near the southern and western boundaries. The residential interior gives way to shops, services, and professional offices along edges shared with Tustin and Orange. A short errand can cross a city boundary, while the service map follows a different set of lines. Home, shopping destination, and service provider can each fall under a different jurisdiction within the same daily route. The City of Tustin provides retail water and sewer service, the Orange County Sheriff's Department handles law enforcement, and county offices oversee planning and code enforcement.

Fire protection comes from the Orange County Fire Authority, and OC Parks manages the regional parkland. County or county-contracted agencies also handle street sweeping, library service, animal care, and waste collection across the broader community. North Tustin's advisory committee provides a local forum inside that county system, reviewing proposed development projects at meetings scheduled for the third Wednesday of each month in 2026. A planning question or code case goes to the county even though a water bill comes from the neighboring city. Because the committee reviews proposals while county offices make and enforce land-use decisions, local input and formal authority remain in separate bodies. Permits, utilities, police calls, fire service, and park access involve several public bodies across one residential community.

The foothill edge adds wildfire planning to that division of responsibilities. Orange County's 2021 wildfire plan identified North Tustin, Cowan Heights, and Lemon Heights among communities exposed to wildland fire, particularly near designated hazard areas. Local preparedness work includes alerts, road-clearance projects, vegetation education, chipper days, and canyon cleanups. Peters Canyon Regional Park lies beside Cowan Heights and Lemon Heights, preserving 340 acres around the 55-acre Upper Peters Canyon Reservoir. Its trails serve hikers, mountain bikers, and equestrians. The reservoir and trail network put a large regional landscape beside neighborhoods where residents and county agencies also plan for evacuation routes, vegetation management, and canyon fire.
