Norwood is a home-rule city tucked eight miles east of downtown Louisville, between St. Matthews and Lyndon in Jefferson County. U.S. 60, Shelbyville Road, forms the southern edge, while consolidated Louisville/Jefferson County surrounds the small municipal footprint on the other sides. Norwood was separately incorporated as a sixth-class city in 1975 and later classified as a home-rule city; the 2020 census counted 379 residents.

Norwood's city life is made up of small municipal routines alongside Louisville's much larger orbit. Its small boundary has a full municipal calendar, from council meetings to collection days and neighborhood notices. The city council meets online on the second Tuesday each month, a neighborhood watch gives residents a local organizing point, and the city handles weekly trash, yard-waste, and alternating-week recycling pickup. Shelbyville Road, nearby commercial strips, and the adjoining cities supply the everyday destinations outside the boundary. Norwood is one of Jefferson County's compact independent cities, with its own mayor and council a few minutes from Louisville's downtown.
