Oakleaf Plantation’s common spaces are managed through a layered system of county and special-district government. Clay County provides countywide services, while Double Branch and Middle Village Community Development Districts oversee recreation facilities and common-area maintenance on opposite sides of State Road 23. These districts are special-purpose local governments, not merely neighborhood clubs. In Middle Village, for example, roads and sidewalks are dedicated to Clay County, while the district maintains recreation property, parking areas, landscaping, irrigation, signs, and common fencing. It grew from 20,315 residents in 2010 to 31,034 in the 2020 census, a distinction that matters because developer descriptions of the broader OakLeaf project also include land in Duval County. Recreation is built into that governance structure. Two large amenity complexes provide pools, water-play areas, fitness rooms, clubhouses, courts, ball fields, and playgrounds, and neighborhood parks distribute smaller play areas through the development.

The Middle Village complex alone occupies roughly 26 acres, with lake and lawn pavilions alongside baseball, basketball, tennis, and several types of pools. Clay County’s separate 102-acre Oakleaf Community Park is leased to the Oakleaf Sports Association and concentrates baseball, softball, football, and cheer programs in one county facility. The area’s newest civic project is still being shaped: in June 2026, Clay County invited residents to a public meeting on the proposed Oakleaf Library’s design and project status. That timing makes the library a future service rather than an existing branch. The two amenity systems and county sports park structure much of the area’s recreation, while the library planning process shows where county civic infrastructure is still catching up with population growth.
