Orchard Hills is a census-designated place in Kiskiminetas Township, not a borough with its own town hall. Its roughly four-square-mile area sits around Florida Avenue and Pennsylvania Route 56, with the surrounding township’s roads and subdivisions doing the work a formal center would do. That placement puts Orchard Hills in Armstrong County’s Kiskiminetas River country, where the river forms the township’s southern border and the valley routes connect communities toward Apollo and the rest of the county.

Most of the day-to-day civic structure is administered at township level: road maintenance, zoning, fire and police services, and regular supervisor meetings. The township also has access to the Roaring Run trail network and a boat ramp for paddling and fishing, so recreation is tied to the river corridor rather than a neighborhood park inside the CDP. Orchard Hills is a residential piece of a larger township landscape—Route 56 at the door, the Kiskiminetas valley nearby, and Apollo as the mailing address for township government.
