Pennsbury Village, PA

Pennsbury Village is a tiny Allegheny County borough of 677 residents in the 2020 census, seven miles southwest of Pittsburgh and entirely surrounded by Robinson Township. Unlike boroughs with a mix of old houses and commercial blocks, this one was built as a planned condominium community: townhouse-style homes went up in 1973 on land that had been part of Robinson. The compact 0.08-square-mile footprint still reads as one planned neighborhood instead of a street grid assembled over generations. Its streets are tightly bounded by neighboring township land.

Residents sought self-government in 1976 after a dispute with Robinson Township over sewage treatment fees. A court ruling followed, and Pennsbury Village became Allegheny County's 130th municipality; its first council and mayor took office in January 1977. Montour School District serves the borough, while nearby Carnegie departments provide police, fire, and emergency services. Pennsbury Village is close to Pittsburgh, but its local story is about a single development becoming its own borough and keeping that planned shape visible.
