Philmont, NY

At the 2020 census, Philmont was a Columbia County village of 1,165 people in the town of Claverack, built around Summit Lake, Agawamuck Creek, and High Falls. The village sits on Mohican lands and was settled by the Dutch before becoming an industrial place known as Factory Hill. George P. Philip built a reservoir to power his mill, then a larger reservoir in the Taconic Mountains, and the water system drew wool and textile factories into the valley. Philmont incorporated as a village in 1892.

The mills are gone, but the watercourse still gives Philmont its shape. Summit Lake is a 24-acre reservoir, Agawamuck Creek drops over High Falls near the village center, and the High Falls Conservation Area follows the old industrial landscape. Village plans now treat the lake, former mill sites, downtown, and rail-trail connections as pieces of one long recovery from textile manufacturing. That history is visible in the buildings, the creek gorge, the reservoir, and the streets climbing away from the falls. Philmont is a small Hudson Valley village where a mill town’s old machinery has become scenery, memory, and a reason to keep working on the waterfront.
