Poinciana’s civic map crosses more boundaries than its street names suggest. The census-designated place spans Osceola and Polk counties, while its deed-restricted villages use the Association of Poinciana Villages to maintain shared land and enforce covenants. The association was established in 1972, and the first homes followed in 1973 around a retirement-community plan. Development later broadened far beyond that original market. Homeowners elect an eight-member APV board, with one director from each village. County agencies provide governmental services, while APV maintains common areas and community facilities. The arrangement spreads civic functions across an unincorporated community with no municipal government of its own.

APV’s shared spaces are distributed among several sites. Its administration office and a community playground occupy Walnut Street. On Marigold Avenue, the Poinciana Community Center hosts board meetings and town halls beside Victory Pool. The Vance Harmon Complex on Country Club Drive combines an older park with an amphitheater, gymnasium, and aquatic center. A partnership with Osceola County completed the gym and pool in 2017, followed by renovated fields, paths, playgrounds, and other park spaces in 2018. Higher education has its own site on Pleasant Hill Road. Valencia College opened its Poinciana Campus for classes in August 2017; current programs there include business administration, computer information technology, culinary management, criminal justice, and hospitality and tourism management.

The Poinciana SunRail station is separate again, near the community’s northern approach. SunRail’s 17.2-mile southern expansion opened on July 30, 2018, making Poinciana the system’s southern terminus. The station stands at 5025 South Rail Avenue in Kissimmee. In 2026, its connections included LYNX Route 306, NeighborLink 804, and Citrus Connection microtransit. Every scheduled train from Poinciana runs north through Kissimmee and the Orlando corridor. The boardroom, college classrooms, community pools, and regional train occupy separate corridors across one unusually large planned community.
