Rancho Santa Margarita, CA

City and homeowners-association boundaries overlap in Rancho Santa Margarita, dividing responsibility for streets, parks, landscaping, and recreation facilities. The Rancho Santa Margarita Landscape and Recreation Corporation, or SAMLARC, is a master homeowners association established in 1986 for 13,645 homes within defined property lines. It owns and maintains Lago Santa Margarita, pools, large parks, trails, common landscaping, and other association facilities through member assessments and also administers exterior design review. The city incorporated later and extends beyond SAMLARC's borders. It owns and maintains residential and arterial streets, many sidewalks, and the public dog, skate, and splash facilities at Canada Vista Park. SAMLARC membership and facility access follow association boundaries that differ from the municipal map, so access to those recreation amenities depends on the property's SAMLARC status.

The planned community arrived after a much longer regional history. A Spanish expedition led by Gaspar de Portola camped in the area in July 1769. After a soldier lost his trabuco, or musket, the name became attached to Trabuco Creek, Trabuco Canyon, and the surrounding mesa. Three Mexican ranchos later covered the region, and the O'Neill family retained the upper portion of their combined estate after a 1940 division. Modern development accelerated when the first homes in the Rancho Santa Margarita master plan sold in 1986, alongside construction in Dove Canyon and Robinson Ranch. In November 1999, voters approved combining the planned community with Robinson Ranch, Dove Canyon, Rancho Cielo, Trabuco Highlands, and Walden. Incorporation followed on January 1, 2000.

Workplaces and shopping occupy a separate band within this largely planned residential landscape. Rancho Santa Margarita has eleven commercial centers and over 250 acres of developed light-industrial property, totaling about 3.8 million square feet of building space. Much of the Business Park lies along Santa Margarita and Antonio parkways, near the State Route 241 corridor. Office and light-industrial users occupy the Business Park. In the city's 2018 employer list, Applied Medical was the largest employer; landscape and construction contractors also appeared. Retail is distributed among Santa Margarita Town Center, Santa Margarita Marketplace, Dove Canyon Plaza, and smaller neighborhood centers. The city's general-commercial zoning is explicitly oriented toward automobile traffic and a citywide trade area. The main parkways carry most errands and dining activity through a series of purpose-built centers.

Civic and recreational life meets near El Paseo. City Hall and the Bell Tower Regional Community Center stand beside Central Park, where the city schedules summer concerts and other events. The community center supplies rooms and classes under municipal management, while many surrounding parks remain association property. Lago Santa Margarita makes that division especially visible. SAMLARC owns the 12.6-acre manmade lake and the Beach Club, whose lagoon and facilities are for eligible association residents; a roughly 1.1-mile path circles the water, and boating and fishing are allowed under association rules. A resident can attend a city concert at Central Park and walk around an association-maintained lake nearby. Entry to the Beach Club, however, follows SAMLARC eligibility.
