Richlawn is a tiny Jefferson County city tucked into the Louisville suburb belt and surrounded by St. Matthews. Shelbyville Road, or U.S. 60, forms the southern edge, so the town can feel like a pocket of homes set inside a much larger road network. Its scale changes the meaning of city government: Richlawn has about two hundred homes, a five-person commission, and meetings held at Old National Bank on the third Monday of each month. Residents can show up in person or online, and the agenda is often about the practical stuff that keeps a small place running — roads, signs, sidewalks, construction reviews, drainage, trees, and code questions.

That hands-on setup carries into daily services.
