Shelby is a city in Richland County, Ohio, situated along the Black Fork of the Mohican River northwest of Mansfield. Founded as Gamble's Mills and platted in 1834, the flood-prone community of approximately 8,865 features the recreational grounds of Seltzer Park and is served by the Shelby City School District for public education.
