Strathmoor Manor, KY

Strathmoor Manor is a tiny home-rule city in central Jefferson County, tucked into the Louisville suburbs beside Strathmoor Village. It grew out of the larger Strathmoor development in the 1920s, when developer Clarence C. Hieatt laid out homes between Bardstown Road and Lakeside Drive. The city says the original plan was marketed as an airplane subdivision; 141 homes now sit along Emerson, Strathmoor, and Lowell. The wide setbacks and tree-lined streets are the giveaway that this was planned neighborhood ground rather than an older Louisville street grid.

Strathmoor Manor incorporated in 1931 and still has its own mayor and city commission. It shares a police department with Strathmoor Village and Kingsley, but the Manor handles its own local taxes, streets, and small-city decisions. Louisville surrounds it on nearly every side, so the city can disappear into the larger map until you notice the separate signs and the distinct residential layout. Strathmoor Manor is a pocket suburb with a surprisingly specific origin story: an interwar development, a short list of streets, and a local government that never got folded into Louisville.
