Toulon, IL

Toulon is Stark County's seat in the Peoria metro, a small Illinois city where county government and a former rail corridor meet. The Rock Island Railroad once carried passengers and freight through the surrounding towns; when rail traffic faded, the corridor became Rock Island Trail State Park. Toulon is the trail's northwestern terminus, so the city sits at the point where courthouse work, small-town streets, and a 26-mile recreation route come together. The county was formed in 1839, and the courthouse on Main Street still gives Toulon its civic center.

Stark County High School and Stark County Junior High are in town, adding a daily school rhythm to the county-seat role. The trail brings hikers, cyclists, and skiers through the old railroad landscape, with native prairie, streams, and restored grasslands along the route. Peoria is the larger regional pull, but Toulon has a distinct working map: county offices around the square, schools nearby, and a state trail beginning at the edge of town. It is an Illinois county seat that turned its railroad inheritance into a front-door outdoor connection.
