Waverly is a village in Tioga County, New York, situated on the border of Pennsylvania within the contiguous Penn-York Valley. Incorporated in 1854 and named by Joseph Hallett after Sir Walter Scott's novel Waverley, the historic railroad and manufacturing community of approximately 4,305 is served by the Waverly Central School District locally.
