West Portsmouth is a Scioto County census-designated place just west of Portsmouth, in the Washington-Nile Local School District. The regional map is set by the Ohio and Scioto rivers: Portsmouth grew where river traffic, the Ohio-Erie Canal, iron furnaces, and later railroads met, while repeated flooding pushed the older settlement toward higher ground.
