Cutler Bay, FL

Cutler Bay's eastern edge meets Biscayne National Park, while three transportation corridors organize much of the town. Old Cutler Road threads residential areas and carries the landscaped pedestrian and bus improvements that followed incorporation. US 1, also known as South Dixie Highway, forms the larger commercial spine, and Miami-Dade's South Dade TransitWay runs beside it. Route 500, the Cutler Bay Circulator, makes weekday and weekend loops among Southland Mall, the South Dade Government Center, and the park-and-ride at Southwest 112th Avenue. Metro Express 601 adds a regional link from TransitWay stops at Caribbean Boulevard and Southland to Dadeland South. The local loop and express route connect shopping, county offices, park-and-ride access, and trips north along the same TransitWay spine.

The town government is newer than the neighborhoods it serves. Cutler Ridge was laid out in 1954 on the limestone ridge that supplied its name. Saga Bay followed in 1972, and Lakes by the Bay began in 1983; many of that development's lakes were excavated for construction fill. Franjo Park reaches further back to a park reserved in the 1924 Tenalla Ocean Farms subdivision. After Hurricane Andrew devastated homes and businesses, an eight-year incorporation campaign grew from disputes over land use, public services, and the long trip to county hearings. Incorporation won 60 percent of the vote on January 11, 2005, and voters approved the charter and the name Cutler Bay on November 8. Earlier subdivision names still appear on parks, roads, and neighborhood signs across the town.

Shared cultural and recreation sites are spread among those older sections. The town programs year-round recreation and special events at sites that include Franjo Park, Saga Bay Park, Lakes by the Bay Park, and the Coastal Ridge Preserve. Near Southwest 211th Street, the county-run Dennis C. Moss Cultural Arts Center gives southern Miami-Dade a substantial performing-arts campus. Opened in 2011, it combines a 961-seat theater, smaller rehearsal and gathering rooms, and an outdoor lawn beside the Black Creek Canal. The activities building also accommodates lectures, classes, and community gatherings. Its twentieth annual All Kids Included Family Arts Festival in May 2026 used the campus for free music, dance, and sensory-inclusive performances. The arts center and nearby government complex place performances, county business, and TransitWay service in the same part of town.

The Southland property is changing in phases. Cutler Ridge Mall opened there in 1977 and later became Southland Mall. Developers broke ground in February 2025 on The Current at City Center, a 350-unit apartment building and the first construction phase of Southplace City Center. The town projected completion of that building in 2027 and described the wider project as a seven-year buildout. Route 500 still listed Southland Mall as a stop in 2026, so the property combines an operating mall with its first residential construction site. The proposed hotel, medical offices, additional housing, and public spaces belong to later phases. For now, a bus loop, active mall, and apartment construction occupy the same tract beside the TransitWay.
