Franklin is a Morgan County village laid out on April 7, 1832, by William Woods, John Wyatt, and Walter Butler. The Illinois State Archives records its incorporation in 1887, giving the place a two-part history: an early village plan followed decades later by formal municipal government. Franklin sits on Illinois Route 104, with Jacksonville about fourteen miles northwest and Waverly about six miles northeast. That road puts the village between the county seat and a neighboring center, while farm roads spread through the surrounding Morgan County countryside.

The village's civic map is compact. Village Hall and utility billing are at 112 Main Street, and Franklin CUSD 1 is headquartered on State Street, serving the village and nearby rural area. Franklin Elevator is on Main Street, keeping an agricultural connection visible in the center. Franklin is a central Illinois place with a nineteenth-century town plan, one state highway, a school district, and a Main Street that still carries the village's municipal and farm-related work.
