Horseshoe Bend, AR

Horseshoe Bend is a city of 2,440 people at the 2020 census, spread across Fulton, Izard, and Sharp counties in the Ozark foothills. It is the only Arkansas city whose limits reach into three counties. The name comes from a large bend in the nearby Strawberry River, which runs for about 90 miles through northern Arkansas. The city incorporated in 1969 as a planned retirement and recreation community, so its streets and lakes were laid out as a development with a very specific purpose.

Water and golf still organize the city. Crown Lake covers about 640 acres, and the city has five lakes, two golf courses, fishing and boating areas, and parks overseen by the Municipal Recreation Improvement District. The development company behind Horseshoe Bend later went through bankruptcy, and city leaders created the recreation district to keep the parks, golf course, and lakes operating. That history matters because the landscape is not accidental: the lakes and courses are the infrastructure around which the community was built. The present-day city has churches, restaurants, stores, city offices, and the Izard County Consolidated School District, formed in 1985 when nearby schools merged. Roads move between three counties, but the local landmarks remain easy to name: Strawberry River, Crown Lake, the golf courses, and the collection of neighborhoods around them. Horseshoe Bend is a place where a county line can run through the same planned community, while the water and hills keep the city visually tied together.
