Howard, SD

Howard is the Miner County seat in southeastern South Dakota, where the 2020 census counted 848 residents. The city grew after the Southern Minnesota Railway reached the area in 1881 and took its name from Howard Farmer, son of townsite owner J. D. Farmer. When Miner County was organized, Howard won the county-seat contest over Forestburg, helped by the railroad graders working in town.

The Miner County Courthouse remains at the center of Howard’s civic map. The city also gave South Dakota its oldest chartered library, organized in 1886; the former Howard library building now stands at Historic Prairie Village in Madison. Agriculture, county offices, retail, and newer wind-energy projects all sit on top of that railroad beginning. Howard is the kind of prairie county seat where a courthouse, a vanished depot-era argument, and a library with a second life tell the story of how one rail town became the place surrounding farms come to do business. The city still works that way.
