Kawela Bay, HI

Kawela Bay is a small census-designated community on Oʻahu’s North Shore, in the Koʻolauloa District along Kamehameha Highway. The 2020 census counted 325 residents. The Hawaiian name ka wela means “the heat,” and the community sits between Kahuku and Waialeʻe, with Sunset Beach and Pūpūkea farther west. Its coastal setting is shaped by the road, the bay, nearby protected lands, and the large conservation areas around Turtle Bay.

Unlike a resort label, Kawela Bay is a residential place whose future is tied to shoreline access, traffic, water, and land protection. The Koʻolauloa Sustainable Communities Plan calls for preserving the district’s rural contrast with urban Honolulu and records major conservation commitments at Kawela Bay, including state land, city-managed land, and a conservation easement. James Campbell National Wildlife Refuge lies east toward Lāʻie, adding wetlands and migratory-bird habitat to the regional picture. The bay itself is the visual draw, but day-to-day life runs along one North Shore highway and the connections among small communities.
