River Bluff, KY

River Bluff is a 436-person home-rule city in Oldham County, near Prospect in north-central Kentucky. Its origin is unusually practical: in the late 1970s, residents discovered that the roads in their subdivision were private, had been built below county standards, and needed a collective fix. A homeowners association raised money, worked on roads and drainage, arranged trash pickup, and looked for a form of government that could legally handle shared services.

In August 1980 the residents adopted a mayor-commission form of government, and by October 15 all sections of River Bluff had been annexed into the city. The association disbanded the following May. Since then, the city board has dealt with the unglamorous pieces that make a small residential place function: garbage collection, street lighting, signs, drainage, cable, and gas lines. City meetings are held at New Goshen Presbyterian Church on West Highway 42, while nearby Prospect and the wider Oldham County road network handle regional connections. River Bluff is a city born from a neighborhood association, with a municipal history written in roads and shared property.
