Roseville's most distinctive recreation facility changes with the seasons. From November through March, the John Rose Minnesota OVAL maintains 110,000 square feet of refrigerated ice, including a 400-meter speed-skating track around an infield used for hockey and bandy. The city describes it as the world's largest outdoor refrigerated skating facility. From May through September, the same concrete slab supports inline skating and a free outdoor skate park. Roseville is a first-ring Ramsey County suburb whose boundaries reach both Minneapolis and Saint Paul, and 36,254 residents were counted in 2020. Central Park gives the city a second large public landscape. Its July 2026 calendar also included early voting and in-person career services, showing how the building serves civic needs beyond lending. Local transit reaches into residential and commercial areas through Metro micro, a door-to-door shared-ride minibus service. In 2026 it operates daily within a defined Roseville zone and connects riders at Rosedale Transit Center with the METRO A Line and other bus routes.
